New board chair and vice chair appointments headline changes to the WellSpan Health Board of Directors for the calendar year of 2025. Joe Crosswhite, who previously held the position of vice chair in 2024, has been named the new board chair. Richard Broadbent has assumed the role of vice chair. Hilda Shirk, PhD, MSW who was board chair in 2024, will continue to serve on the board in the role of chair emeritus.
“Joe Crosswhite has demonstrated the poise and leadership to guide our board and organization on its continued journey to delivering high-quality and affordable care for our communities,” said Roxanna Gapstur, Ph.D, R.N., president and CEO of WellSpan Health. “Navigating the complexities facing health systems requires a steady focus and this board’s expertise will continue to guide our mission in service to central Pennsylvania and northern Maryland.”
The WellSpan Health Board of Directors is a governing board with members who are elected to 3-year terms, with officer terms lasting one year. Changes to the 2025 board include:
New board chair: Joe Crosswhite, retired senior executive vice president, M&T Bank
Crosswhite is a retired senior executive of M&T Bank, where he served in various roles throughout his 40-year career. He was responsible for M&T's community banking regions throughout the Mid Atlantic, including Pennsylvania, Delaware, Maryland and Virginia.
Consistent with M&T’s commitment to give back to the community, he is active in many charitable and civic organizations and is a current member of the board of York Country Day School. Previously, he served on the boards of the Lancaster Economic Development Corporation, WellSpan York Hospital, York College of Pennsylvania, United Way of York County, York County Community Foundation, Strand Capital Performing Arts Center, Cultural Alliance of York County, Junior Achievement and the Boy Scouts of America.
New board vice chair: Richard Broadbent, president, Bench Dogs
Broadbent is the owner of Bench Dogs, a leading manufacturer of custom displays, store fixtures and commercial cabinetry. He has held prior leadership roles in engineering, operations and supply chain management at Dorman Products and Baldwin Hardware Corporation. He has also served on the board of WellSpan Ephrata Community Hospital and as the board president of LedgeRock Golf Club.
New chair emeritus: Hilda Shirk, Ph.D., MSW, Chair, retired president & CEO of Lancaster Health Center (now Union Community Care)
Shirk most recently served as a consultant to the Lancaster Chamber and Economic Development Company, providing expertise and resources to mitigate the public health impact of COVID-19 on businesses. She currently serves on the boards of Landis Communities and the High Foundation.
